With reference to your telegram of 3rd November, 1928, regarding the draft Ordinance to consolidate and amend the laws relating to accessories to and abettors of indictable offences, and requesting full particulars of the kind of cases with which the Bill is intended to deal and of the circumstances which render such a departure from the usual principles of criminal legislation necessary, I have the honour to enclose for your consideration a copy of a report by Mr. Somerset Fitzroy, Public Prosecutor and Assistant Attorney General, who drafted the Bill.
